Congressional GOP Embrace President's Call to Replace Affordable Care Act

US lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.

Growing Consequences of Federal Closure

The effect on Americans from the longest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

Trump's Plan from Florida Resort

As weekend session got started, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop taxpayer money from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Response

Opposition lawmakers shared concerned responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another senator responded to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for Medicare for All."

Ongoing Talks

The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of centrist lawmakers to end the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and continue the payments for a year.

Another senior Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the payments before discussing the future of the tax credits.

"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several analysts indicated that the core of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to secure enough backing in 2017.
